Just so you won't worry about it any more, I called my local game warden. If you are not keeping the animal or any part of it, you do not tag it, as long as you dispose of it by legal means. ( burying it on your own private land or pay to dispose of it in a landfill)

Correct, otter is the same way. For future reference if you do keep the pelt and need the tag, you can call your local gw office and they will take your license number and mail the tag to you.
