No quail. they are on the phone. It's just like them driving on the interstate 35 miles an hour because they are consumed by their conversation. You can bet if phones didn't work when a car was moving it would save a lot of lives. I imagine they are in a conversation and get out of the car oblivious to the fact their child is with them.
