My guess is that the film crew had to sign something stating that they would not interact or interfere in any way and only film what was happening. I suspect that they also had sign a waiver releasing the law enforcement agency and the municipality from any liability injury that might occur as a result of anything being filmed. I am sure that is the case but I would have been fired. Or dead.
There are two rules for success: 1. Never tell everything you know.
