You legalize pot then social programs are going to go up. California legalized it and they are still broke.
All you are saying is that you can be rich, but still be broke if you are dumb enough to give it all away.
There is no reason social programs have to go up when you legalize pot.It's not like people aren't smoking it if it's not legal. All you have to do is look at prohibition. Look at who made money during prohibition,what it caused,and what it prevented.
