I don't know about that ... I have a feeling there are less deer killed every year than they are assuming (and less population overall). But who knows everyone's guessing.

I have a feeling they will continually get frustrated with "lack of compliance" as evidenced by lower than expected reported numbers. Which, I hope does not lead to inordinately aggressive enforcement methods. As easy as it was for me to report my deer this year, I think it will eventually catch on and not require these roadblocks, etc.
