I have not seen anyone say that they did not use it. And, I do not know anybody that did not use it. I do know a lot of guys that hunted this year and did not kill anything.
I laid hands on 20+ that didn't get entered.
I entered all I personally killed
I guessed it was more like 50% not entered, but not shocked at their number
