Who knows if a person is a criminal here or abroad? Some countries do not have adequate resources to do investigations nor do most low poverty countries have adequate infrastructure to support modernization of their computer systems. Some people leave their country to lay low and in a lot of cases America is where they go. Wanted or not wanted a large percentage work here without any type of visa legal and illegal.
