Actually you don't need to know how many there are. You need to know a health baseline, a habitat baseline, rate of removal, rate of growth, rate of observation and a some other stuff we biologists like; but know population is not necessary.

what i disagreed was the need to now how many deer were there .

by knowing what he stated , he knows how many deer are there and countng dead deer didn't tell him . knowing how many of any thing does not always mean a number .

Unless you are working in a small pen you will never know for sure what the actual deer population is. That is why they use all the other data to try and make their decisions...
