IMO the Vehicle Insurance Companies made a big push to have the States make doe harvest way more liberal because of the costs associated with deer/vehicle collisions. I know one place where I hunt we have enough since to know not to shoot does since it is a tough pull to see a deer on most hunts. Another place I hunt we might take a couple does off the property each season since the population allows us too. Hunters using common sense on taking does IMO would be the best approach instead of a broad sweeping government reg. In return I know a lot of hunters would decimate the population if you do not regulate it though.
