I think that a hunter safety ID is universal. I have not had any issues using mine. Go to Illinois every year and went to Colorado last year. Colorado was adamant that I have the ID# when I purchased my license.
Montana required that I put my Hunter ID in before applying for a tag online.
Said all that to say that your California Hunter safety ID is most likely universal and can be used in any state that requires it.
If Caitlyn Jenner can keep his wiener and be considered a woman, I can keep my guns and be considered disarmed!
