I wonder if it could be lobbyists from insurance companies and others that could profit from lower deer herd numbers that have pushed the issue for 5 years. Imo money has more of a deciding factor than overall herd health. Hunting is a big business in the state and there are many angles to look at. Most politicians have an agenda.
Always follow the money. It's probably just as much people who have an interest in selling feeders and feeder supplies as it is insurance companies.
