I wonder if it could be lobbyists from insurance companies and others that could profit from lower deer herd numbers that have pushed the issue for 5 years. Imo money has more of a deciding factor than overall herd health. Hunting is a big business in the state and there are many angles to look at. Most politicians have an agenda.
