Is it a good or bad idea to go over my good plot with fertilizer DURING the rain we are getting today? The field is small and is a mixture of clover, rye, etc ...

Ammonia is the way to go!..A little bit of ammonia goes a long way..

Make sure the plot is dry before you mute ammonia to it.

Ammonia is very soluble. If the vegetation is wet it will burn it where it touches or lands. If it's dry it goes straight on down to the dirt. My .02..also if its raining the ammonia will get all melted and gum your spreader up.
