Ask the property owner if you can put in a culvert and rent a dozer and build in a turn in. It will increase his property appeal and help you gain a relationship hopefully. In all the counties I own or have owned property all you have to do is PAY for the pipe. The county will haul the pipe AND put it in. They will haul in dirt and work it from pavement to edge of ROW.
