Just go on the website, it tells you exactly what to bring, just like if you are getting the TSA precheck or a passport, it tells you what to bring.
Yeah, I got the part about the documents...that's not the question. I was just curious if I'd have to pay for it, or if when I get it, relative to my DL expiration, affects the cost, if any. That's the part that is a bit ambiguous

I renewed my cdl's recently & had the star ID added. It was proof of residence & a birth certificate basically with a background check. Mine was $68 including the cdl.

According to the sheet I have here. you have to have two documents. I won't list all of the possibles because the easiest for Gomer will be his passport and a utility bill less than 90 days old. Now if he would rather take his Sex Offender Registration Documents, he can. When I renewed my DL recently they gave me the info sheet about the Star ID I asked if I needed to go home and get my Birth Certificate and do it while I was renewing and they told me that I could just come back. I asked if I had to pay again and they said "no' the star ID was free. This came from one of the few people that I trust in the Dallas County License Office so take it for what it is worth. I'm not trying to discredit your source, but that quote above was a copy/paste from alea.gov. OK I just looked at the sheet I have that is from ALEA and you have to have 5 docs one of which has to be a SS card, DD214, Medicare/Medicaide card or a W-2. These are to show your SSN. Then one of a number of things to show your birthday. A passport and a lot of other less common items. Then two of the others ( bill, tax returns, property tax, vehicle registration, etc.,etc.. No where on the front or back of this does it say you have to pay. Let us know if you have to pay.
Lord, please help us get our nation straightened out.

If you go online and make an appt they will give you a time to arrive. It should take less than 15 minutes.

What got my wife is she was born and given the name A. B. C. When married she took my last name of Y. Instead of A B Y she went B C Y After our marriage for some reason she had to get a new SS card.. She got it as B C Y. Birth certificate said A B C. Obviously that is unacceptable and she had to go through the legal name change to get the license. Interesting. When I renewed my car tags Monday, I asked them about it. They said for women, a copy of their marriage license would suffice as explanation for why their name is different from their birth certificate.

I think what got her was she kept her middle and last name. Or could be the people in my county(state employees) had no clue because I'm seeing a lot of info here that's not the way it was for us. But that would shock no one.
