What if you got a lil ole pin head and wear a smaller size cap? Say it's not 12"x12" but you can't help it. Is that ok?

You cannot legally wear an orange cap that has a brown or some other color bill. Been told that by more that one GW. Back in the 90s my dad started bringing back western style hat covers from his Colorado hunts. They were little nylon covers that we wore over our regular caps and you could pull it off and wad it up and stick it in your pocket while on a stand. When you have it on the only thing you can see of your cap is the bill. I was checked more than once and nothing was said about. But my question is, isn't that basically the same thing as an orange cap with a different color bill. I have asked four GW if it would be a problem wearing the hat covers and have not gotten a definitive answer yet. Two have told me it was illegal to wear the hat covers because that meant your hat would not be solid orange. So ok an orange toboggan is legal what is the difference? If I take the hat off and just wear the cover is that legal? On the grand scheme of things this is not that big of a deal but why different answers? It just bugs me. And I have an orange hat that has a brown bill that I would really like to wear. I received a ticket from an asswipe game warden in 1989 for wearing a baseball cap with a reversible top. Little turd asked me "are you wearing one or two hats?" , of course implying that if I was wearing an orange toboggan over my camo hat it would have been legal, even though its the same amount of orange. I still have the hat and wear it at times, and if another dickhead GW wants to write me a ticket for it I will accept it and tell him GFY.
