Answer yes! In the military I had one of my guys fill out paperwork for a security clearance and he had a similar situation when he was that age. It was "wiped clean" of his record so answered the question "no". During the investigation and background checks, it still popped up and they didn't give him his clearance because he lied. He thought he did the right thing because he was told it was wiped clean, but trust me, it can still be found. If he had answered yes, they would have given him the security clearance.
