Short answer is fall. It gives the chance of having a more developed root system in the case of a dry summer.

I agree with night hunter but I frost seeded some in February in a small area and I've already got real good germination. Maybe it will make it through the summer.

A perrenial spends its first few months, putting down its root system, therefore a fall planting is recommended. Spring plantings can work for annuals, just wont last long.

I planted in the spring and fought weeds all summer. Wait till fall and mix in crimson and arrow leaf. They are hammering our crimson/arrow leaf right now
Give me bout 15 more minutes, I was dreamin about beavers.......... Si Robertson

"Why do you ask"?
Too many people spend money they don't have , on things they don't need, to impress people they don't know.
