What if you don't know the owner and have no idea how to figure it out, and it's a continual problem. You still say someone on property they own or lease must just grin and bear it? Your combative attitude is one reason I would be hesitant to attempt to catch a dog, and go around trying up figure out its owner. There's a distinct possibility the owner is some crazy redneck with a chip on thier shoulder who "don't give a damn" about the effect thier stupid dog has on your life.
