I've met two kinds of people who shoot dogs. One will shoot a dog on sight just because it happens to be on his property and even seems to enjoy doing it.
The other kind are forced to shoot because neighbors refuse to take responsibility for their dogs which continually cause problems. I think the second kind are justified even without having to talk to the neighbors first, if he knows the neighbors have the attitude of the OP. There is no need to have to kill a dog and fight his owner after the fact, just because the owner has no consideration for anyone besides himself.
