I guess this is to Mr. coldtrail - You are describing a perfect world which we do not live in. There are so many loose dogs running around where I live you could not possibly know who they belonged to. Plus people turn out so many unwanted dogs that become feral it is dangerous to let them run wild. These feral dogs are already known to cross with coyotes and they become a coy dog which is much worse than a coyote. It's obvious to me that people are not going to be responsible for their dogs. Sure some people do but very few any more and what is responsible to one person is not to another evident by reading this post. Some think it's ok to let them run loose while others see it as a threat. So the obvious answer to me is if you want your dog to be safe don't let them run loose else he may get it. And another thing is good dogs become bad dogs when they get around other dogs and the pack instinct takes over. So I don't think a neighbor should be willing to fight their neighbor because they shot a roaming dog. It should be understood between neighbors and respected.
