It's called overpopulation. 40 years ago we would not be having this conversation. It was understood, if your dog is on my property then it may get shot. If it did then your neighbor understood thats the way it is. No arguing, no problem, no lawsuit and no buttwhopping like someone said. We are quickly becoming like Europe as we get more and more populated. It's as if people care more about their dogs than each other or their property.
