Personally I believe the NCAA has seen their run coming to an end and are real lax on penalizing institutions now. it's not good business to penalize the big money making institutions and heisman front runners/winners. I think the amount plays into it as well $200 is nothing compared to the thousands Reggie Bush got. I bet half of the stud ball players on every top 10 team get that much in those special after the game handshakes.
