Id buy a used exmark if the budget is 5000
You said 'hilly' terrain. Good luck with a ride-on mower for this. Ex-mark turf tracer hydro. You can get a brand new 48" Hydro for under 5k and it will be the last mower you ever buy. Just make sure it has a Kawasaki power plant.
