Most likely.... Anything mentioned about defending themselves? We don't know .... it doesn't say. How do we know the dogs didn't turn on them when they were walking out? Can a man not use deadly force to defend himself against an animal? Or does that only apply to killing another human when your life is in danger? If that's the case, these laws need to be re-written.
