Until vehicle manufacturers and the gubbermint decide to install some kind of device that ceases cell phone transmission while the vehicle transmission is engaged, nothing will happen other than more deaths and accidents.

When accidents or deaths from texting and driving are treated with the same scorn as drunken driving, maybe something will change? Shouldn't have to regulate common sense, though.
I have thought about this quite a bit. Instead of it being forced upon drivers by the government, perhaps such a device could be required by certain insurers or simply by parents or vehicle owners. Who wants to into business with me?
You think we'd see folks driving down the road and holding their phone out of their window to text?
