I've been guilty of it so I can't start no movement. But I try my dangdest to not do it and pull on the shoulder if something is urgent. They can still ticket you if the car is cranked, even if you are not moving. Not True There are exceptions to the law. Drivers can contact emergency services or use a GPS device while driving. They can also text when the vehicle is stopped and in neutral or park.
