Just throwing it out there for what its worth but I’d be sure to add some nitrogen when you plant…..That dog fennel has sucked up nutrients that you’re returning to the soil but it takes a while to go through the full cycle and become available to your plants…..In the short term its going to be sucking up any available nitrogen in your soil for decomposition which will rob it from your new seedlings……With it being green all of those fine leaves may help with rapid breakdown but I still think you’re gonna want to add some N with all of that brown “hay” I saw in your other pic….A lot of folks like to skip nitrogen at planting and come back later on but you don’t want seedlings emerging in a nitrogen deficient environment…..
