You're the only one I've heard say that they've seen one being installed. They've popped up all over jefferson county in the last 2 months and I haven't seen one being installed. I thought they were putting them up at night..
Direct TV and Dish are being contracted out to put them up in places. Nobody notices because its a Dish company truck parked on the side of the road.
