About now is what I say. I think we waited til about first or middle of September last year. We did cabbage and collard greens both did well

As soon as the high temps get below 90. Now is a good time to start your seeds for you cabbage transplants and put them in the soil mid September if they big enough.
It's hard to kiss the lips at night that chews your a$$ all day long.
