I have PSA lower but I'm not a member of GOA . Can I put a short barrel upper on the lower and be legal

Would you like my legal advice (I'm certainly not a lawyer)? Build it and they won't come. Just do it. Basically, if you are a PSA customer or GOA member the injunction applies to you. If you aren't a PSA customer/GOA member, I don't think they'll touch it unless you live in the commie states that have their own unconstitutional laws.

I really don't think the ATF is going to do anything about the changes. I do have 1 additional thing though. Spend the $30 and Join GOA for the added benefit and backing

If you or whoever is concerned with being LEGAL:
SBR's are not covered under the ruling issued a couple of weeks ago. Therefore:
If the PSA lower in question was originally a rifle lower, not a pistol or AOW, then it will ALWAYS be a rifle lower unless the rule changes sometime in the future or one goes through the process of submitting a Form 1 to change it to an SBR lower. Simply slapping a rifle stock on it will be a breach of the law.
What are the chances of getting caught with it...and anything actually happening to you if you do? Well, I cannot answer that question. All I know is that the penalties can be STEEP if you happen to end up with someone willing to see it through. Not worth it, IMO.
Submitting the Form 1 is free, the wait probably won't be over a week or two, and the only cost would be whatever it costs to have the lower engraved.
Does it suck? Yep. Is it unconstitutional? IMO, yep. Is it worth it to leave it to chance? Not to me, it isn't.
