I stumbled across it on FB. Just what little I read in it, very disturbing. Basically videoed torture and there more custom in tape than found. Also someone helped him and some were saying it was his dad

Why does a loving God allow stuff like this to happen?

Free will. If we have the ability to choose good, we also have the ability to choose evil. And those evil choices can negatively affect other people... just as our good choices can positively impact others. I don't pretend to understand it all, but you can't have free choice AND no suffering too.
