We do. The navy is falling further behind by the month. The existing yards cannot seem to get anything out on time or on budget.
I confess I don't know if it's because it's antiquated or not. If so, the new yard wouldn't suffer from that issue.
Either way, another yard can help get things on track with volume alone.
I KNOW the navy brass are a lot of the reason. They can't not fuck the contracts up. Too many changes and too many cancelled contracts means China has outpaced us on numbers if not tonnage.
