Look at the smaller sports and ask if their is a balance in competitiveness. Here is the last 20 year winners in 5a Volleyball. Only 3 public schools have won.

Agreed. There isn’t a balance of competitiveness. Why should each school start with the same opportunity? Opportunities are heavily impacted by choices made. Those schools that set themselves up to be successful have a greater opportunity to be successful.
