Tell him to go on Amazon and buy a Hangkai brand. Chinese made. They get pretty good reviews. You can buy a motor, gas tank,fuel line, etc… for about $750.00. https://a.co/d/0iB6yZPoThis is what I was going to suggest. I've seen lots of Youtube videos on the Chinese outboards. If they can build a stealth fighter jet, a nuclear aircraft carrier and a particle collider, certainly they can build a decent outboard motor.
