The “state” has a value on game animals. That’s why you can’t just (legally) shoot the deer in your garden eating your tomato plant in July, without a permit. And before you get that permit they will weigh the cost of your tomato plant vs the value of the deer, and probably tell you to try fencing or something first. You may not even get the permit at all, if not enough damage is caused.

So imagine a well tracked bear in a wildlife refuge that’s birthed many cubs in that refuge over the years, and someone not following the rules makes a possibly avoidable incident become unavoidable.. Dog lunges at bear, bear kills dog, now bears angry and attacks humans, rescue is involved, bear has to be put down.. just one hypothetical scenario.

Yeah $25k is steep but now a lot more people who haven’t even been to Banff know about that fine, and know that they are serious about it.

And like the other guy who was a park ranger said, he stopped the same woman 3 times. Some people just think they are the main character and won’t listen and real consequences have to hit.
