Do you have the discernment to see the difference in something as minor as having a dog off the leash vs running a meth lab? Just want to see if you have any common sense.

Discernment doesn't factor in. The person with the dog violated a rule/law, and is going to be punished for it. You seem to think as long as people don't violate rules/laws that aren't major, that is socially acceptable. So I could come visit one of your neighbors and park my car in your yard, and leave trash when I go home, because after all, its not like I set your house on fire.

Or is it only the rules/laws you don't agree with that are fine to ignore, but the ones that matter, that's something else entirely. I think we all know the answer.
