That may well be the case.

As a personal note, I was a park ranger for 8 years. I encountered plenty of decent people with dogs off the leash. Once I had a particular gal hiking with her dog off the leash. On my first encounter with her I was very nice and explained the rules and that the dog had to be leashed. When we parted, I circled around to intentionally cross paths with her again. Guess what? Yep, the dog was loose again. This time I told her sternly that the dog had to be leashed. Some time later I encountered her for a third time, dog off the leash. What did I do? Tase her? Draw down? Choke hold? Cuff and stuff? Nope, but she was physically escorted off the property and told that if she returned that day I'd arrest her for trespass and take her to jail, on the spot. That was a reasonable way to handle her and I never saw her again.

Most folks were simply and politely asked to leash their dog and gladly did so. I'll stand beside my original assessment. $25K for a dog off the leash is outrageous and ridiculous. It is the result of retards in charge.
