I suspect most school systems provide the basic necessities and then allow (and maybe even encourage) teachers to personalize/decorate their rooms on their own if they want to. I'm guessing it’s really more of a peer pressure thing or not wanting to be the only teacher with a bare classroom, so they all feel the need to outdo one another.

Like stated above........The teachers HAVE to do that/those "decorations" and it comes out of their pocket! Is required by the school and has to be done but no funds are provied.

You can believe or not. Report...LOL...to who/whom. Contact a few teachers if you want proof.
