Are they producing though? My shortest peppers out produce my tallest. I don't equate tall and pretty and green with success. For me, it's about the produce. Large, with large quantities. Otherwise, I might as well be flower gardening.
Not being rude, went through the same thing last year. I don't care how tall. Preferably 3' with tons of large peppers. They are producing plenty of pepper
