Jumping on this a little late but I do want to add this. Newer model rifles are basically what custom rifles were 30 years ago. The biggest difference is newer production rifles are taking advantage of newer parts and technology. Having said that, I guess you need to decide if your are a wood and blue steel kind of guy or if you are a composite and modern barrel kind of guy. If I was looking at newer rifles for your budget, the few that stand out are:
Seekins PH3
Fierce rogue twist
Tikka T3x
Sako (s20 if you can find one)
Bergara (I don’t have one but hear good things)
You also need to decide on your cartridge. That will come into play for sure!
