Because for whatever reason, Trump did not target any of their oil, power, water, or other infrastructure. He hit one bridge that I am aware of and that was the extent of his civilian infrastructure damage. I'm convinced that that's the reason the people have not revolted against the regime. They havent personally seen any significant damage, only see regime propaganda (we sank two US carriers, Shot down dozens of US aircraft, killed 10,000 US soldiers, we're not allowing inspectors in, the US is giving us $300 billion cash to quit killing them, you know, stuff like that) and think that the regime is still as just as strong and ruthless as it was. Not killing most of the IRGC, in a public manner, and a couple more rounds of regime leadership publicly, was a big mistake on Trump's part.

We paid for it in some way and I’m sure they will set prices to have us pay for initial startup, operation, and repairs.
