The president cannot eliminate or suspend tax laws or any previously enacted law, duly passed by Congress. When Roberts called it a tax and the SC ruled in favor of Obamacare being constitutionally legal, that was game, set, and match. At that point, the only way to attack it or fight it, was and still is, by changing it or amending it directly through Congress.
