Many folks have brought up the point that he could issue an EO to revoke the tax enforcement aspect of Obamacare, thus making it non-mandatory. That would put insurance companies into an immediate competition mode which would bring down insurance prices rapidly. Thanks to Roberts that's not possible. EO's only apply to how to enforce existing laws. They can't be used to repeal or override existing laws passed by Congress Exactly. Thats the tax enforcement angle. He could EO that.
