He could do a lot of things. He could issue a wide variety of EO's to neuter it and demand that congress pass legislation to get rid of it. He did that with other bills that have passed. Doing anything that would hinder Obamacare would be wildly popular too. Not sure why he hasn't done even a few little things on it.
