I'm pretty sure that hydrogen peroxide will also act as a paint stripper when combined with alcohol.

I'd say it's entirely possible that there *could* have been some nefarious activity which caused the paint to fail, simply because people hate Trump THAT much.

I'd also say that it's entirely possible that the effort to fix the issue was a half-assed attempt.

I could recommend a handful of contractors who've coated the inside of petroleum tanks in my past career who would've done the job right the first time, and nothing short of a sandblaster would have removed the coating.
