Nope with a capital N. The quality and or quantity of service determines the size of the tip I leave. It's always cash. Occasionally it's nonexistent. Occasionally it's more than the ticket. My server gets to decide which way that goes. I have left a penny before just to make sure they understood.
^^^ This. If the service is decent I tip 20%. The key words in that phrase are "service" and "decent". If the service is disappointing but not horrible, its 10%. Horrible gets a 0. Out of this world can get a tip comparable to the meal price. And yes, my server gets to decide which way it goes.

Sometimes I think I need to print that out and take it to the restaurant with me ... give it to the waitress and ask if they agree to "our terms of service".
