Not true. Crude oil price accounts for roughly 50-60% of cost of gasoline. The rest is refining costs, taxes/tariffs/subsidies/etal, distrbution costs - which can vary wildly globally, along with exchange rates, which is why a gallon of gas here is different than a gallon of gas in Saudi Arabia etc.
But the crude oil input cost to make it - traded in US Dollars - is the same for everybody sans the nations with nationalized oil companies but you can bet what they export is priced at highest market value possible, naturally..
