All of the above while adding the elimination of all private campaign contributions, lobbyist contributions, PACs and Super-Pacs. Presidential candidates can spend $500 million on their campaign. Senators can spend 5 million and House Seats $2 million per election cycle. Zero private contributions and zero lobbyist money. If you're the nominee for your party, you get these amounts in taxpayer funds to run your campaign and it can only be used for campaign expenses. All expenses will be audited every election cycle and no money can go to candidate's family owned consulting groups etc. Caught doing it, 10 yrs in prison for everyone involved, including the candidate. This will eliminate most of the problems in Washington by taking away the current way that politicians are bought and paid for on a bi-annual basis. As an added bonus, it might get us some good candidates that are currently being pushed out and locked out by the entrenched political machine due to lack of sufficient funds to run a campaign against an incumbent with unlimited funds. That way our political representatives can spend more time looking out for us and less time trying to raise money for themselves. Take the money out of politics and maybe we can get some politicians that care about something other than money.
