I've never believed Trump was thrifty with a budget. As a businessman, he was the type that was always borrowing more money to fund his next big idea. When he borrowed an enormous amount of money to create the Trump Taj Majal casino it was doomed from the start. It required a million dollars in daily revenue just to service the debt, an amount no casino had ever reached at that time. It wasn't long before the casino went kaput and Trump negotiated a deal with the banks to save his personal wealth. He was in so deep to multiple banks it would have created chaos for them and they essentially deemed him too big to fail. He operates on this principal. If you borrow $10,000 from a bank and you cant pay it back its your problem. If you borrow $10,000,000 from a bank and you cant pay it back, its their problem.
